It also can mean average, fairly good. It can also mean fine weather. The word fair is a homograph.
The word lead is a homograph. It has two entirely different meanings in the sentences "I lead the parade" and " I broke the lead in my pencil."
A homograph meaning same writing is a word that can have . two or more entirely different meanings. By itself, it can keep you guessing. Only in the context of a sentence can you be sure of which of its meanings it is using. And even then, as in the sentence about the fair Judy, you cannot always be sure. When you write, be sure that you give the reader plenty of clues when you use a homograph.
